Under the general direction of the Library Director, the Collection Development / Technical Services Manager coordinates system-wide collection development and manages the Technical Services staff and operations. The Manager works with the Library Director to establish collection development and technical services goals and objectives and recommends policy changes to the Library Director and Library Board. Formulates collection guidelines and participates in managing the total materials budget. Provides oversight of selection and de-selection of all formats of materials. Scope of Responsibility: The Collection Development / Technical Services Manager manages the technical services staff of approximately four FTEs, including Catalogers, Library Associates, and Pages. Manages $80,000 processing budget and provides oversight and guidance of the management of the system-wide collection development team materials budget of $724,454.Primary ResponsiblitiesProvides system-wide leadership on collection issues and coordinates collection development for the Fargo Public Library to ensure comprehensive collection development which is responsive to public needs.Formulates collection development guidelines, policies and procedures. Makes recommendations to the Library Director and the Library Board regarding goals and policy changes. Responsible for updating and revising the Library’s Collection Development Policy; Oversees and coordinates system-wide selection and de-selection of all formats of materials. Develops and implements procedures and standards for the purchase, replacement, and weeding programs;Evaluates collection use reports, including special collections, with managers and selectors. Determines appropriateness for additions to the Library’s collection;Works with the Systems Technology & Electronic Resources Librarian to order and update electronic databases;Responds to customer requests and suggestions for new materials; Reviews donated items for possible inclusion in the Library’s collection;Analyzes and provides for staff training on collection development, selection, vendor selection, ordering and related skills;Selects library materials for specific areas of collection development.Responds to Statements of Concern Submitted by members of the public in accordance with established procedures and appropriate library policies.Manages the technical services function, including ordering, receiving, cataloging and processing of materials. Provides leadership and guidance to technical services staff.Identifies opportunities for improvement and develops and implements procedures for workflow, job responsibilities and technical services operations;Develops and recommends technical services goals and policies to the Library Director and the Library Board;Works with Library units to ensure a smooth progression of materials from selection to delivery;Works with Library units and technical services staff in assessing public access to materials, including formats, locations, circulation status and provides leadership in developing recommendations for improvement and implementing changes;Performs copy and original descriptive cataloging for library materials in a variety of formats, languages and subject areas;Determines appropriate guidelines in applying Anglo-American Cataloging Rules, Library of Congress Subject Headings, Dewey Decimal Classification, MARC 21, and Resource Description and Access (RDA);Downloads and modifies catalog records for local Integrated Library System according to established procedures;Works with Systems Librarian and City IT to ensure a high level of functionality and work flow efficiencies from the integrated library system.Assists staff with receiving, unpacking and loading materials on carts.Manages the Collection development budget.Works with the Library Director, selectors and the Office Manager to develop and manage the system-wide collection development budget;Provides informed input on matters relating to the annual operating and multi-year capital budgets;Analyzes past expenditures, expected needs, future cost projections and sources of funding in order to develop detailed budgets;Uses the ILS to place EDI orders and manage the materials budget;Reviews year-to-date spending reports and monitors performance against plan during the entire budget cycle, making or recommending adjustments as necessary to achieve a desired balance at the end of the cycle;Approves expenditures for purposes and amounts that are within the budget and within the authorized approval limits of the job;Works to ensure the most cost effective alternatives are identified when planning expenditures;Prepares requests for annual funding and presents requests to decision makers for approval.Using independent judgment provides supervision and leadership to department personnel under the span of control. Makes decisions on matters of hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under the span of control;Sets goals and objectives for others to work towards and monitors performance;Leads unit in creating and maintaining a positive work environment and fostering effective performance of staff;Conducts ongoing feedback, coaching, mentoring, and timely formal reviews of performance for assigned employees; Provides training and work direction, ensuring the employees know and follow department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner;Plans the work schedule to meet department demands and to limit overtime costs to reasonable and necessary levels;Encourages employee growth and development by providing or encouraging learning opportunities; Assesses staff development needs and directs the provision of staff training;Participates in decisions regarding the content of jobs and the number of staff within the functional areas under the span of control.Provides reference services to Library patrons on a regularly scheduled rotation basis.Represents the Library at meetings and professional group activities. Maintains knowledge of current trends, technology, innovations, and best practices in the library field by reading professional literature and networking with colleagues. Attends conferences, workshops and training sessions.Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.Frequently interacts with others in the work unit, the public, vendors or across departments to exchange detailed and/or technical information;Interaction with the public, vendors or across departments occasionally includes negotiations involving convincing the other party to do something to achieve a basic work related objective;Communications include responsibility for maintaining relationships that are key to the Library; Serves on Library teams and committees as assigned;Develops and maintains vendor relationships through regular communications and visits. Performs other duties and activities as assigned. When an emergency declaration has been made by City of Fargo administration, performs duties as required by the Incident Commander for the duration of need. Duties may require: work in locations other than standard library locations, work outside of standard library hours of operations or work with physical requirements beyond that of regular library functions, if able.Minimum QualificationsThe job requires a Master’s degree in Library Science or Library and Information Science from an ALA accredited institution and four or more years of professional library experience, which includes at least two years supervisory experience, in the areas of collection development, acquisitions, or technical services; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Must possess a valid driver’s license. Knowledge, skills and abilities include:Knowledge of current principles, trends and best practices of library collection development and technical services administration;Knowledge of personal computers and various types of systems and applications software including library cataloging and acquisitions systems;Knowledge of and skill in human resources practices such as selection, training, coaching, delegation, discipline, etc.;Knowledge and skill in budgeting procedures and administration;Skill in leadership and management to coordinate collection development and technical services areas and to ensure cooperation to achieve common goals;Ability to work as part of a team in a constantly changing environment;Ability to communicate effectively in both verbal and written forms, and have strong public relations and customer service skills;Ability to establish and maintain effective working relationships with othersPhysical DemandsMost work is performed in a normal library and office environment. Work involves considerable variety and ranges from light to medium physical demands. Daily work involves extensive computer use and often involves receiving, handling and moving library materials and moving between buildings and rooms. Occasional local driving is required to attend meetings and occasional overnight travel is required. The job may involve dealing with and calming individuals who are emotionally charged over an issue. There is considerable attention to detail and deadlines. Activities include stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. Light work: Physical demands are normally those associated with light work: Exerting up to 25 pounds of force occasionally and/or 10 pounds of force frequently, and/or negligible amount of force constantly to move objects; but at times the demands are associated with medium work: Exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or 10 pounds of force frequently or constantly.
