POSITION SUMMARY
Under direct supervision of the Cultural Heritage Turtle Clan Manager, provides leadership, planning and administration to all components of Library services in compliance with the mission Statement of the Oneida Community Library, Oneida Nation and the Wisconsin State statute 43.54. Continuation of this position is contingent upon funding allocations

1. Provide leadership and direction to the Oneida Community Library staff.
2. Develop, monitor and control expenditures of the Library budget.
3. Manage multiple grants, grant expectations, timelines, and budgets.
4. Implement, enforce and ensure compliance with Library Standard Operating Procedures, goals and objectives.
5. Supervise and train Oneida Library staff which includes hiring, orientation, training, scheduling and evaluation of staff.
6. Plan, schedule and conduct staff meetings and participate in community and professional meetings to discuss and enhance library services.
7. Develop long/short term goals and objectives for the budget process.
8. Identify training for library staff to obtain relevant Library certification.
9. Serve as the Administrative Representative on the Library Board and make recommendation on library policies and services. Coordinate activities to meet community needs.
10. Assign staff to research, acquire and publicize new books in a variety of areas, ie. Iroquois, Children's Books, American Indian Authors, etc.
11. Participate and maintain cooperative agreements with Outagamie/Waupaca Library System (OWLS) and Nicolet Federated Library System for library services, funding, and staff training.
12. Work with OWLS, Nicolet/Oneida tribal entities to maintain and upgrade computer technology.
13. Examine trade publications and materials, interview publisher’s representatives, and consult with others to select materials that meet community needs. Review and evaluate orders for books and audiovisuals.
14. Research, apply for, maintain and evaluate library/literacy grants networking with the Tribal Grants Department.
15. Provide flexible library public relations services to serve the changing community needs.
16. Examine and select materials to be discarded, repaired or replaced. Follows Library SOP on selection of materials to be discarded, repaired or replaced.
17. Collaborate with various other departments within cultural heritage on preservation of historical items, programming, and educational opportunities=.
18. Prepare and submit statistical data for local, state, federal and OWLS reporting.
19. Develop a fully functioning library to meet adult and children needs. Maintain a peaceful environment for community use.
20. Research Library materials for reference requests.
21. Maintain a positive and professional demeanor at all times.
22. Monitor customer satisfaction through continuous improvement process and team facilitation.
23. Practice excellent customer service skills at all times to include, but not limited to, addressing customer and employee needs courteously and promptly.
24. Continue personal education in Oneida Culture/language in order to incorporate traditional Oneida beliefs and practices into programming and everyday operations.
25. Contribute to a team effort and accomplish related results as required.
26. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
27. Maintain strict department security, confidentiality, and quality to meet professional standards of the department.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently walk, sit, use hands and arms. Occasionally stand; stoop, kneel, crouch, crawl and lift and/or move up to ten (10) pounds.
2. Work is generally performed in an office setting with a moderate noise level.
3. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.

STANDARD QUALIFICATIONS:
1. Skill in organization.
2. Experience managing multiple budgets, grants and/or funding sources.
3. Ability to plan, organize and schedule priorities efficiently and effectively, meet deadlines and successfully cope with challenging situations and conditions.
4. Ability to inform and communicate orally and in writing with the ability to process information effectively to identify and define problems and make objective decisions.
5. Ability to present a professional appearance and demeanor as a representative of the Oneida Tribe of Indians of Wisconsin.
6. Ability to be tactful and mature with the ability to work with a wide variety of personalities demonstrating objectivity, respect, courtesy, maturity, and patience.
7. Ability to operate standard office equipment such as personal computer, typewriter, calculator, copy and fax machines.
8. Ability to demonstrate excellent customer service.
9. Demonstrate understanding of grant research, application, extension, and award processes.
10. Familiarity with creating the budget spreadsheets with all applicable budgeting formulas, as well as following proper budget cycle processes
11. Oneida Certification on reporting Child Abuse and Neglect is required within ninety (90) days of employment.
12. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
13. Must be willing and able to obtain additional education and training.
14. Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment.
15. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
16. A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.

PREFERRED QUALIFICATIONS:

1. Willingness to learn and/or incorporate Oneida Language and culture into everyday operations.
2. Professional experience managing a budget.
3. Experience with grant writing and the lifecycle of a grant including renewals and extensions.

MINIMUM QUALIFICATIONS:

1. At least five(5) years professional experience working in a library.
2. Grade II Library Certification or Temporary Certification
A. Bachelor’s degree from a college or university and completed the following courses:
• Basic Public Library Administration
• Advanced Public Library Administration
• Organization and Management of Collections
• Public and Community Services
OR
B. Bachelor's Degree with a minor in Library Science and completion of Advanced Public Library Administration. An applicant with bachelor’s degree is eligible for Temporary Certification while taking required courses. A Regular Certification would be required within a time frame decided by the Turtle Clan Manager, not exceeding four (4) years.
