The Library Director is the executive officer reporting to the Library Board, responsible for the supervision of all functions and personnel associated with the delivery of library services to the residents of the City of River Falls and to the extended library service area in the surrounding counties. The Library Director is responsible for the operations of the library and the development and implementation of its service programs.

Essential Job Functions:
COORDINATION WITH THE LIBRARY BOARD
  • Recommends policies and procedures to the Library Board with input from staff and library directors from Indianhead Federated Library System and the MORE Consortium
  • Implements, evaluates, and modifies policies and procedures to become compatible with Wisconsin statutes, city ordinances, and personnel guidelines
  • Ensures that Open Meeting Laws are followed
  • Coordinates with the Board President in preparing agendas for monthly and special meetings and communicates the meeting agenda to Board members in advance of meetings
  • Keeps the Board informed about new programs and services and brings issues facing the library to the Board with options and recommendations for managing issues and challenges
  • Develops and conducts regular assessments of library programs, service, and policies; reports findings to the Board
  • Provides orientation for new Board members

ADVOCACY AND PROMOTION OF THE LIBRARY
  • Responsible for representing the library through advocacy and promotion to all constituents
  • Represents the library at a system level and actively participates in professional library organizations
  • Represents the library on community boards and committees and makes presentations to local civic groups

SUPERVISION OF STAFF AND IMPLEMENTATION OF PERSONNEL POLICIES
  • Responsible for the overall supervision of library personnel and volunteers.
  • Promotes teamwork, innovation, and continuous improvement across staff and volunteers while guiding staff in decision-making, negotiation, conflict resolution, and program development and implementation
  • Working with the City's Human Resources department, responsible for hiring, training, delegating, disciplining, motivating, evaluating, and terminating, if necessary
  • Recommend improvements in staffing and organization to the Library Board
  • Manages activities and programs of volunteers and the Library Foundation

COLLECTION DEVELOPMENT AND TECHNOLOGICAL SERVICES
  • Responsible for overseeing library collection development, including evaluating the collection; weeding, planning and supervising selection; ordering, processing, copying and original cataloging of all materials, both print and non-print; and managing decisions about preservation, mending, bindery, and replacement of books and other materials
  • Keeps abreast of new developments in library technology, including database of users and usage

PUBLIC SERVICE ACTIVITIES
  • Responsible for developing and administering the library's public relations plan, including public speaking engagements and library tours, as well as developing, administering, and maintaining a regular media and social media presence

DEVELOPMENT OF BUDGET AND MANAGEMENT OF LIBRARY FUNDS
  • Applies comprehensive knowledge of budgetary principles pertinent to a public agency in developing and managing the budget of the library
  • Works with all governing bodies to ensure fiscal responsibilities are being met on a timely basis
  • Management of financial information to prepare and justify budget to the Library Board and City Council

FUTURE PLAN DEVELOPMENT
  • Develops both short- and long-range plans for library services, including technology, staffing, collection development, and building needs
  • Organizes regular discussions with constituents and coordinates with the city administration and council to ensure the library is meeting the needs of the community and beyond
  • Develops, updates, and manages the library's strategic plan

RECORD KEEPING
  • Accountable for all library activities through management of timely, accurate and thorough record-keeping
  • Files statistics with six counties to obtain Act 150 and 420 monies
  • Submits written reports, such as the monthly Director's report and the Annual Report, to the Library Board

Knowledge, Skills and Abilities:
  • Oversees programs of maintenance for library building, grounds and equipment working closely with appropriate Operations staff to ensure library facilities are maintained and updated
  • Demonstrates knowledge of grant funding. Actively seeks funding from granting sources and donors. Oversees management for donations and memorials
  • Responsible for directing reader advisory services and reference and bibliographic instruction
  • Oversees management for the planning and organization of book talks, author events, reading discussion groups, and other programs
  • Must have exceptional oral and written communications skills, using both technical and non-technical languages as appropriate
  • Proficiency in use of computers, office software, and automated databases.

Qualifications & Working Conditions:
Minimum
  • Master's Degree in Library Science from an American Library Association (ALA) accredited library school; eligible for Grade 1 Wisconsin Public Library Certification as provided under the Wisconsin Administrative Code, Sec. Pl 6.03.
  • Three years' experience in supervision and/or administration in a public agency, preferably a library setting.
  • Maintenance of required certification through necessary course work and/or qualifying continuing education.
  • Must be able to attend frequent professional meetings both within the City of River Falls and throughout the state. Meetings may be in the evening.

WORK ENVIRONMENT:
Work is performed primarily in an office environment which includes exposure to computer screens. Primary functions require:
  • Sufficient physical ability and mobility to work in an office setting.
  • Sufficient physical ability to sit and answer phones and use computer equipment on a continuous basis.
  • On a frequent basis, must be able to stand, walk, sit, talk and reach with hands and arms.
  • On an occasional basis, must be able to lift, bend, stoop and retrieve files and boxes weighing up to 25 pounds.
  • Sufficient physical ability to operate office and library equipment requiring repetitive hand movement and fine coordination.
  • The noise level in the work environment is usually moderate.
